Single parents who raise children born to surrogate mothers will be able to receive maternity capital from 2022. This was reported to Izvestia at the Ministry of Labor.
The bill on amendments to the law “On additional state support measures for families with children”, which broadens the category of people who can count on receiving maternity capital, was prepared following the instructions of the Deputy Prime Minister Tatiana Golikova . He will go to government on September 29. Until the end of the year it will be considered in the State Duma. At the same time, the amount of 10.46 billion rubles for these purposes has already been planned in the budget for 2022.
It is noted that at present additional measures of state support are given as a priority to women – citizens of Russia “in relation to the social risks of motherhood, including pregnancy and childbirth, raising children in an incomplete family and possible difficulties in finding work. “The right of men is considered secondary to that of women and can only be exercised if a woman has terminated it for reasons established by law.
Families where a man is the sole father of a second child born after January 1, 2007, as well as the first child born after January 1, 2020 by a surrogate mother, will be able to receive uterine capital. To record payments, you need to contact the Pension Fund of Russia (PFR). It is noted that, first of all, the document aims to protect the interests of children.
This year, the amount of maternity capital for the first child born on January 1, 2020 is 483,881 rubles. If a second child has appeared in the family (including one who was adopted), then the additional payment is 155,550 rubles. Earlier, the head of the Russian Labor Ministry Anton Kotyakov said that in 2022 the size of the maternity capital will increase and amount to more than 503 thousand rubles for the first child and 665 thousand rubles for the second child.
